The way things are going, I can't see any return to normality for a long time yet and, as there are unlikely to be the amount of passengers around to justify the night tube running, it makes sense. I think all the night tube staff are already in use working day shifts to fill some of the gaps caused by the shortage of regular drivers.
TfL / the governments policy is to deter people from travelling - big increase in congested charge and extended period for when it's charged. Peak time travel removed from the freedom pass. No free travel for children (I assume this means that as there are no PAYG child Oyster cards, parents will be extra penalised by having to pay adult fares / use an adult Oyster for each child. Providing night tube services could be seen as encouraging unwanted travel. There is even a rumour that the trial of the priv rate discount on off-peak NR fares (has been trialled for a few years) will not be renewed. Hopefully not.
Whilst I understand that these changes are meant to deter people from travelling, the cynical in me thinks that it's more a case of a means of bringing in extra money to make up for what they're losing. Also, 'temporary' changes made have a habit of becoming permanent. I've heard that the night tube is an inconvenience and is losing money. It's quite possible that it may never reappear.
