Why do they close the Circle line whenever there's any engineering work going on?
Take today for example. The bottom half of the District is closed. Surely they can reverse in the bays at Moorgate?
Unless they beef up the H&C service when the Circle line is closed, they must surely end up with a worse service than normal between H&C and Aldgate

Well there are extra H&C trains are running between Hammersmith and Moorgate running every 10mins

If work is being done between in the Embankment area, why can't Circles run South Ken - Aldgate/Moorgate via Baker Street?

I've noticed that for 1st April, Circles will be operating Gloucester Road Pfm 3-Aldgate via Edgware Road [while the line is closed South Kensington-Tower Hill for S7 Stock Integration Testing]

Unless they beef up the H&C service when the Circle line is closed, they must surely end up with a worse service than normal between H&C and Aldgate Its down to congestion, when a train reverses at Moorgate it causes holdups in the area in both directions.
