It seems to be that LU are always running a replacement bus service to Olympia: "Saturday 6 and Sunday 7 July, no service between Whitechapel and West Ham, between Dagenham East and Upminster and between Earl's Court and Kensington (Olympia). Rail replacement buses operate."
If they never intend running trains there, what's the point in still showing the line on the map? Any passengers for Olympia can go to West Brompton and get the LO one stop from there. It would be much less confusing for passengers than the "is there / isn't there a train / bus service to Olympia today"

It would make it easier for LU to apply at a later date if they can prove that an alternative service is/has been operating over a period of time.

Probably the usual thing. Make a service infrequent and impossible to use so nobody wants to use it and say ""ell we might as well stop the service because nobody wants it"!
