I disagree! All such offenders should be forced to make restitution in full even if that means having to work as slaves for the benefit of NR for the rest of their lives. This country is far too soft on punishment for crimes such as this which have the potential to cause multiple fatalities and must be seen more in the light of attempted murder than simple theft. The thieves can have little or no idea what they are cutting down, the safety built into the railways over many decades can be destroyed in an instant by such mindless vandalism.
The government really needs to get a grip, there is far too much of this going on, it's not just the railways but BT and the power companies too whose customers suffer and in reality end up having to pay for the losses with loss of service and otherwise unnecessary price hikes for service provision and maintenance.
